Human Resource and Administration

Objectives

  • To provide integrated human resources management and administrative systems and functions for efficient and effective Council operations and service delivery
  • effectively coordinating Human resource functions including payroll admin, performance management, industrial relations, recruitment, retention, disciplinary admin, workplace wellness, and record management.

The department comprise of two (02) sections namely; Human Resource and General Administration. Practically it is a backbone of the Council in terms of support giving and enforcing discipline to other departments and the institution at large to ensure there is productivity and punctuality for efficiency and effective service delivery.

HUMAN RESOURCE

Human Resource is a section that deals directly with employees’ welfare and good conduct at a work place, ensuring that discipline is instituted to members of staff accordingly, that is enforcing the provisions of the Local Government Service Conditions of Service and the Employment Code Act as read together with the Non Legislative Documents accordingly. In this case Discipline is referred to good conduct of employees in terms of communication and dress code; ranging from supervisor to next supervisor and further co-workers.

 ADMINISTRATION

It is comprised of the following units: –

  2. Committee
  • Transport
  1. Police
  2. Registry

General Administration

This section provides administrative and logistical support for efficiency and effective service delivery, to ensure employees’ wellbeing and safety at a work place. Practically it cannot function in isolation but instead depends on the functionality and capacity of other sections/departments for implementation of programs/activities.

It plays a bigger role in identifying the problem, who the problem affects, who is supposed to fix the problem, when the problem is need to be fixed, and what happens if the problem is not fixed.

It ensures that secretarial services are provided adequately and effectively at all times.

Committee

It helps to supervise and coordinate preparation of Committee Meetings and Minutes for a proper record of the Council proceedings, making sure that meetings are held on time in accordance with the proposed Civic Calendar for both Committees and Ordinary Meetings.

Police

It helps in promoting law and order within the institution, to ensure security services are reliably provided in order to prevent crime and loss of property and life.

Transport

It helps in coordinating transport within the institution that is facilitating movements both locally and outside the district. To ensure that all the fleet of vehicles for the Council are insured and serviced at an appropriate time.

Registry

It ensures that there is proper record keeping by providing proper tools and stationary for the Registry Unit in order to receive, classify, process and dispatch received information to responsible officers/offices in the soonest possible time.
